A resolution by The Council of the European Union entitled ‘eAccessibiity – improving the access of people with disabilities to the Knowledge Based Society’ was issued on 13th January 2003.

This document calls on member states and invites the commission;

‘To tap the Information Society’s potential for people with disabilities and, in particular, tackle the removal of technical, legal and other barriers to their effective participation in the Knowledge Based Economy and Society.’
